Job Title: Energy/Environment Analyst
Department/Location: ISPI / USAID offices in Ecuador
Type: Consultancy – 130 working days, with the possibility of extending up to 1 year

Responsibilities
Essential Duties/Tasks and Responsibilities:
The consultant’s primary tasks will include guiding day-to-day implementation of USAID/Ecuador’s Environment and Energy (ENVE) programming and providing leadership and strategic vision for future programming. The consultant will:
- Guide the technical team staff to manage, implement, and design programming in one or more of the following topics: biodiversity conservation, natural climate solutions/sustainable landscapes, tropical forestry, ocean plastics, fisheries, renewable energy, water, sanitation and hygiene or related fields;
- Provide inputs to the ENVE team’s strategic vision, including a budget justification and activity plan for out-years that contemplates existing activity mortgages, Development Objective Agreement (DOAG) pipeline, and new monies to be received;
- Work closely with Regional Office of Acquisition and Assistance (ROAA) and the Program Office to develop a timeline for new activity designs and awards. Work with ENVE team members to support them with their roles and responsibilities in order to meet ambitious timelines in the coming year;
- In coordination with mission leadership, lead engagement with Latin America and the Caribbean (LAC), Office of Regional Sustainable Development (RSD), and others in Washington on priority programming for the new economic resilience funds. Develop programming and mechanism options and work with Mission staff and LAC/RSD to
move a design process forward; - Provide guidance and mentorship to new USAID/Ecuador Foreign Service National (FSN) project management specialists in the ENVE team, specifically related to project management responsibilities;
- Provide support to ensure ENVE team members stay on track with new designs and procurement timelines;
- Meet with USAID/Ecuador implementing partners, along with technical staff, to ensure activity deliverables are met on time;
- Meet with USAID/Ecuador Mission leadership to elevate ENVE team priorities, programming concerns/delays, and staffing updates on a regular basis;
- Provide inputs into the new CDCS development process for portions related to the ENVE portfolio and developing a strategic vision for the next five years;
- In coordination with mission leadership, liaise with USAID/Washington, Embassy Quito, and cognizant members of the USG community to advance USAID/Ecuador programming priorities;
- Participate in USAID/Ecuador staff meetings and prepare/contribute to documentation (cables, reports, taskers) on environment and energy initiatives;
- Support the development and finalization of outreach and communications products for the environment and energy portfolios such as fact sheets, success stories, collecting and editing monthly reports, etc.;
- Assist ENVE staff in assembling briefing materials/scene setters, event memos for Ambassador, Mission Director, and other high-level officials representing the U.S. Government at USAID events;
- Contribute to annual planning and reporting requirements, including Operational Plans; Performance Plans and Reports, Mission Resource Request (MRR), budgetary and financial documents, Quarterly Financial Reviews (QFRs), and portfolio reviews;
Deliverables
- Develop a tool to better track and manage the ENVE team’s budget, current awards, and future awards to better anticipate when new awards need to be made using different types of earmarked funds.
- Draft key procurement documents for a new USAID/Ecuador activity, funded by
Sustainable Landscapes or Clean Energy, including: program description, activity
approval memo, Initial Environmental Examination, and others. - Draft and review fact sheets for USAID/Ecuador environment and energy programming.
Qualifications
Minimum Requirements:
- Proven leadership skills;
- Enhanced analytical skills and the capacity to conduct thorough desk research;
- Experience designing, managing, and/or evaluating projects involving multi-year timeframes and multiple staff;
- Excellent oral and written communication skills and the ability to communicate effectively with a wide range of people;
- Must work well with others, be able to multitask; and have strong problem solving, organizational, and time management skills;
- Experience with USAID’s program cycle is a plus;
- Spanish language skills are an advantage but not required.
- Experience working with Indigenous Peoples and local communities is a plus.
- Oral and written fluency in English required.
Education:
- A Master’s degree in political science, public policy, international development/relations, environmental science or policy, coastal and marine management, natural resources management, climate change, renewable energy, etc., plus 7-10 years of relevant experience (preferably working in a developing country context);
Preferred Knowledge, Skills and Abilities:
Familiarity with the Google and Microsoft suites of applications (Gmail, Google Docs, Google Sheets, and Google Slides, calendars; Excel, Word, PowerPoint calendars; etc.) and Adobe, including the ability to create and edit PDF documents for electronic signature;
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position does not have supervisory responsibilities.
Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.
