Overview:
IBTCI is seeking an evaluation specialist for an upcoming evaluation of the USAID/North Macedonia Media Literacy and Resilience to Disinformation (“YouThink”) Activity. The purpose of the YouThink Activity is to increase the media literacy of North Macedonian youth by building their information literacy skills. Specifically, YouThink works with local partners to catalyze systemic change throughout the school system at the primary, secondary, and university levels. The program also provides opportunities to learn, grow, and contribute to national efforts through non-formal learning, youth clubs, online courses, and tailored training for young media professionals.
This position is contingent upon award. North Macedonia nationals are encouraged to apply.
Responsibilities
Scope of Work:
- Support the evaluation team leader in conducting the evaluation activities. Given the three years of implementation, it is, in a way, a hybrid performance evaluation, with work in the disinformation space starting just over one year ago.
- Play a key role in designing the evaluation’s conceptual framework (formative aspect) by ensuring strategic alignment of desired outcomes (summative aspect).
- Participate in the evaluation activities, including preparation of instruments and their field testing, any necessary document review, fieldwork and data collection, and reporting on key findings and recommendations.
- Develop necessary deliverables and reports.
- Participate in data collection and analysis.
- Participate in presentations on findings and research methods to stakeholders and partners.
Qualifications
Minimum Requirements:
- At least 5 years of experience designing and conducting evaluations of international donor-funded projects.
- Prior evaluation experience in North Macedonia or the region.
- An understanding of media literacy and disinformation, particularly as how they relate to youth.
- Prior experience with conducting data collection in youth populations.
- Proficient English language report-writing and oral communication skills.
- Fluency in Macedonian or Albanian required.
Education: Advanced degree in social studies, communication, or related fields.
Preferred Knowledge, Skills and Abilities:
- In-depth knowledge of USAID’s evaluation policy.
- Skills in a non-official Macedonian languages desired.
Supervisory Responsibilities: This position does not have supervisory responsibilities.
Travel: Travel within North Macedonia may be required.
