Chemonics seeks a Monitoring, Evaluation, and Learning (MEL) Director for the USAID Uganda Targeting the Learning Crisis (TLC) Activity. This five-year activity will seek to address the current educational crisis in Uganda by substantially increasing the literacy and numeracy skills of primary school students in grades P1-5 including out-of-school children (OVCs) and refugee populations. The Uganda TLC Activity will leverage the global evidence base to implement cost-effective, sustainable, and impactful programming, to close gaps in foundational literacy and numeracy skills through interventions such as targeted instruction approaches like teaching at the right level for P3-P5 pupils, remediation for P1-P2 pupils, and supporting the transition from pre-primary to primary. This position will be based in Kampala, Uganda. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities:

  • Provide leadership and oversight for the design and implementation of the MEL strategy, including performing routine activity monitoring and reporting, data analysis and use, and data quality assurance while ensuring adherence to USAID guidance and standards
  • Lead the design and operationalization of the activity’s MEL systems to ensure standardization across activities in indicators, data collection, and reporting
  • Supervise Uganda TLC MEL staff and provide MEL-related support, training, mentoring, and coaching to staff, subcontractors, grantees, and other partners as needed
  • Oversee and advise staff on information management processes by reviewing data collection efforts, overall data reliability, consistency, and quality
  • Work collaboratively with activity leadership and stakeholders to implement strategic activities that provide sustainable long-term results
  • Lead development of project deliverables, such as workplans, quarterly reports, etc.
  • Operate with integrity and assurance of confidentiality, commitment to excellence, compliance with all USAID rules and regulations, contractual requirements, and Chemonics policies, systems, and values
  • Support the interpretation and presentation of MEL findings for Activity planning, decision-making, course-correction, and communication of successes
  • Undertake other duties as assigned by the Chief of Party

Qualifications:

  • Degree in relevant field; or an equivalent combination of education and work experience in a relevant field.
  • Minimum 6 (six) years experience in managing and/or leading MEL activities including for USAID or similar donor programs.
  • Previous work on USAID or other donor funded projects preferred.
  • Previous experience supporting MEL on USG-funded education programming in Uganda desired.
  • Demonstrated experience in setting up and managing MEL systems that track performance.
  • Demonstrated experience in supporting implementation of MEL systems in complex donor-funded development projects.
  • Strong analytical skills and attention to detail.
  • Demonstrated expertise in both quantitative and qualitative research methods, and experience conducting statistical analysis Data visualization skills desired.
  • Ability to cultivate constructive relationships with local communities, government authorities, implementing partners, and donors.
  • Experience providing technical direction across multiple work streams.
  • Fluency in written and spoken English is required.
  • Strong interpersonal, oral, and written communication skills and demonstrated ability to coordinate complex technical activities in high-paced work environments.
  • Demonstrated leadership, versatility, and integrity.
