NES MEAL Manager
The NES MEAL Manager has the responsibility to adhere to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment). The NES MEAL Manager has the obligation to complete all mandatory trainings related to the Code of Conduct and the PSEA policy and report any safeguarding concern such as breaches of organisational policies or codes of conduct according to Acted’s procedures. The NES MEAL Manager carries out work duties in a way that does not harm children, vulnerable adults or other staff or volunteers.
Job Purpose
The NES MEAL Manager is responsible to ensure harmonization of MEAL activities, processes, and products across Raqqa and Hasakeh base. He/she is responsible for designing and developing appropriate and viable coordination systems and tools that are in line with Acted’s global MEAL procedures and to ensure that Acted’s projects and programs perform as planned.
Objectives
- Implement robust MEAL coordination systems through the project cycle: Develop and implement solid MEAL coordination systems and mechanisms that are in line with global MEAL procedures, in coordination with Capital MEAL Unit, to ensure harmonization of MEAL activities and products and avoid duplication of work across Hasakeh and Raqqa teams.
- Consolidation of MEAL products: ensure TORs, tools, verification, indicator measurements, reports and lesson learnt are consolidated across Raqqa and Hasakeh teams and share finalized consolidated MEAL Framework for NES with MEAL Capital team.
- Finance/HR: Identify resource and human gaps across MEAL NES and provide monthly forecasts to Country MEALM for future budget planning during Proposals.
- Needs Assessment: Design and develop Needs Assessment tools and TORs across NES in coordination with Acted Program Teams and MEAL Capital and produce assessment reports in line with global MEAL procedures.

Duties and Responsibilities
Project Creation:
- Contribute with MEAL inputs in LogFrame during Proposals when requested by Country MEAL Manager.
- Support Country MEAL Manager with budget planning during Proposal (for staff and materials)
Project Preparation:
- Ensure harmonized MEAL workplan for activities across NES
- Review MEAL Frameworks with Capital Team to avoid duplication and oversampling between HASAKEH/Raqqa
- Support Sr Officers in HASAKEH/Raqqa with sensitization sessions and KOM if requested
Project Implementation:

Implement harmonized trackers across bases to oversee MEAL activities

Update MEAL Framework and provide Capital with projects updates/modifications
Project Closure:

Compile and share finalized consolidated MEAL Framework for NES with Capital. Provide justifications to results (under or over achievements).
MEAL Strategy and Planning:
- Support Country MEAL Manager and AC in implementing the MEAL strategy, with harmonized MEAL approach, processes and plans for NES
- Ensure harmonization of MEAL approach and products across Hasakeh/Raqqa (consolidate TORs, Tools, verification, indicator measurement and Reports when possible)
Finance/HR:
- Review MEAL & Accountability budgets (BFUs for ongoing projects) in NES (for Raqqa and Hasakeh base) and provide monthly forecasts to Country MEALM.
- Identify resource and human gaps in existing budgeting and propose future funding options for each base to cover gaps to Country MEALM (to use during proposals)
- Report HR matters to AC and Country MEALM
- Support Country MEALM and AC in HASAKEH/Raqqa with restructuring and recruitment processes (staff and IL)
Learning:
- Identify learning trends to share on monthly basis and for key projects’ meetings with Country MEALM and AC in HASAKEH/Raqqa
AFM:
- Ensure the Acted feedback mechanism is effective, harmonized and functional across NES and all AFM materials are available in each base
Needs Assessments:
- Lead discussions with Programs in coordination with Country MEALM to plan for needs assessments (e.g. MSNA, sectoral)
- Develop Tools and TORs and ensure the effective roll out of the assessment within the agreed timeframe and capacities and in coordination with Program teams (with HASAKEH and Raqqa team support).
- Draft report to be reviewed and approved by Country MEALM (with HASAKEH and Raqqa team support).
Meetings:
- Biweekly/Monthly meetings with Capital
- Monthly Meetings with Country MEALM to review MEAL strategy, budgets, assessments, learnings and the AFM
- Meetings with Program teams to assess future assessments and joint MEAL/PG collaborations
Meetings with REACH team to gain more visibility at field level on products and processes implemented

Required qualifications and technical expertise

QUALIFICATIONS

Bachelor degree and higher in (Major in economy, statistics, social sciences, engineering or any relevant field such as computer science, data analysis, international development / humanitarian affairs / international affairs, agricultural sciences, literature

At least 5 years with NGOs and/or International NGOs
-
At least 3 years’ experience in the MEAL sector in NGO or INGOs
-
Full Proficiency in English and Arabic Languages
-
Has 3 years of Team Management / Supervision experience
-
Very good knowledge of MEAL Workplan and follow-up on project-specific MEAL framework
-
Experience with one or several data collection and management softwares/tools (Kobo, ODK, CommCare, SPSS…)
-
Full proficiency with MS office software (MS Excel and MS Word)

Ability to travel between all NES areas
-
Demonstrated experience with handling the whole MEAL cycle

Demonstrated experience in conducting needs assessments ( Experience in conducting and supervising needs assessments efforts for new proposals)

General years of experience at least 6 years

Very good knowledge of qualitative and quantitative data collection methods

Strong Analytical skills; both quantitative and qualitative analysis

Experience in capacity building of staffs in MEAL (e.g. training on data collection methods, sampling, survey design, analysis, reporting, coding, MEAL framework, MEAL indicator design)

Strong report writing skills

Ability to manage diverse teams and build and sustain relationship with project, field and capital teams.

Flexibility and adaptability are essential, as well as the ability to plan, take initiative and work under pressure.
