Overview: International Business and Technical Consultants, Inc. (IBTCI), a U.S.-based international development consulting firm, is seeking an experienced and skilled Senior Technical Specialist with extensive Third Party Monitoring (TPM) experience in the humanitarian assistance context, to join us on a contract basis for our bids on TPM contracts worldwide. In this role, the consultant will be responsible for researching, drafting, and submitting high-quality deliverables, RFIs and proposals.
Responsibilities
Essential Duties/Tasks and Responsibilities:
- Review and conduct thorough research related to GLOE Third-Party Monitoring (TPM) IDIQ from USAID’s Bureau of Humanitarian Assistance (BHA); as well as other TPM opportunities.
- Draft and review high-quality deliverables, RFIs and proposals in TPM (including methodologies, tools, approaches, emerging trends and best practices.)
- Work collaboratively with our proposal development team and pricing team to craft compelling, well-written TPM and evaluation proposals, while ensuring technical soundness, feasibility, and alignment with client requirements.
- Ensure the proposal and related work adhere to specific guidelines, formatting, and submission requirements of IBTCI and BHA, while incorporating respective brand guidelines.
- Regularly meet with the proposal team to provide regular progress reports and share completed proposals with the IBTCI’s proposal team.
- Participate in the recruitment process of relevant proposals, as needed.
- Be available for occasional meetings or check-ins (virtual or in-person) to discuss status and next steps.
Qualifications
Minimum Requirements:
- At least 5 years of professional experience in the implementation of Third-Party Monitoring (TPM) work.
- Successful track record as a proposal writer for TPM projects, preferably in the conflict prone areas with significant understanding and knowledge of TPM policy areas.
- Possess a deep understanding of BHA, and its priorities in TPM and evaluations.
- Up-to-date knowledge of best practices and innovation in TPM contents across sectors.
- Exceptional research, writing, and editing skills with a strong attention to detail.
- Ability to translate and adapt complex, detailed information into relatable and accessible content.
- Ability to work independently and meet deadlines.
Education: Advanced degree in social studies, communication, or related fields.
Preferred Knowledge, Skills and Abilities:
- Demonstrated knowledge of BHA’s evaluation approaches for vulnerable population, Accountability to Affected People (AAP) will be a significant plus.
- Field-based experience in TPM or evaluation projects in conflict or crisis zones (e.g., Yemen, Syria, Sudan, Somalia, Iraq, Lebanon, Gaza), with a deep understanding of logistical, cultural, and operational challenges.
- Demonstrated understanding in sectors relevant to humanitarian assistance (e.g. WASH, Protection, Shelter, Human Rights, Cash Transfers, etc.) to ensure technical proficiency across a variety of proposal topics.
Supervisory Responsibilities: This position does not have supervisory responsibilities.
Travel: International travel may be required and may include travel to fragile or conflict prone zones.
Pay Transparency Statement: We are dedicated to ensuring a thoughtful, compliant, and equitable approach to employment compensation. Our commitment includes conducting a comprehensive salary analysis that considers individual skill sets, qualifications, business needs, internal compensation data, and industry and labor market surveys. The anticipated pay range for this position is 500.00 to 784.00 USD Daily.
