Under the direct supervision of the Sub-Regional Thematic Specialist (SRTS) on Resettlement and Relocation and the overall supervision of the Sub-Regional Director, the Senior Thematic Associate (Resettlement and Relocation) will support the Thematic Unit for Resettlement and Relocation in the Sub-Regional Office (SRO) in Brussels, which operates with thematic guidance from the Resettlement and Movement Management Division in IOM Headquarters (HQ), to provide thematic expertise and resource mobilization support to Country Offices (COs) in the Sub-Region, including monitor and analyse thematic trends; support thematic project development; support thematic capacity development and review and support project proposal endorsement processes in the Sub-Region
Responsibilities
- Support the Resettlement and Relocation SRTS to carry out capacity building, training, monitoring and evaluation and technical support to COs in the Sub-Region on thematic areas of relevance.
- Support the Resettlement and Relocation SRTS in the reviewing, seeking endorsement and tracking of project proposals developed by COs in the Sub-Region. This includes the review and quality control of content, guidance provision, coordination with the Resource Management Unit in the SRO, the Regional Office (RO) in Vienna and the Global Office in Brussels, as needed, and with colleagues in COs.
- Support the Resettlement and Relocation SRTS in the reviewing, seeking approval and tracking of project reports developed by COs in the Sub-Region. This includes the review and quality control of report content, guidance provision, coordination with the Resource Management Unit in the SRO, RO Vienna and the Global Office in Brussels, as needed, and with colleagues in COs.
- Identify emerging issues relevant to the thematic area, keep abreast of thematic developments at the sub-regional, regional and CO level and contribute to the development of thematic policy and reports in collaboration with the SRTS.
- Together with the Resettlement and Relocation SRTS, serve as Focal Point for the COs in the Sub-Region by providing guidance in the latest standards, guidelines, policy and research developments at global, regional, sub-regional and country levels as well as best practices in project implementation.
- In coordination with the Resettlement and Relocation SRTS, support the development of projects that are sub-regional/regional/multi-country, for small Cos, and for countries with no IOM presence.
- Under the guidance of the SRTS, support drafting and developing sub-regional thematic guidance notes, information sheets, and tools together with other thematic units in the SRO in Brussels and RO Vienna.
- Draft internal reports, presentations, talking points, speeches, statements and briefings, as relevant to the thematic.
- In coordination with the Regional Project Development Officer (RPDO) in RO Vienna and the Resettlement and Relocation SRTS, contribute to ongoing knowledge management processes at the RO, SRO and COs in the sub-region, including sharing thematic related information between the IOM SRO in Brussels and implementing missions in sending and receiving countries, as well as the provision of regular updates for the resettlement and relocation section of the RO Vienna website.
- In the absence of the Resettlement and Relocation SRTS, ensure continued functioning of the unit by responding to regular incoming requests from internal or external partners and escalating complex cases to the second reporting office.
- Support conferences, workshops and meetings related to the thematic area of expertise, as required by the Resettlement and Relocation SRST and/or the Sub-Regional Director.
- Assist in the collection, monitoring and consolidation of data and information on relocation and resettlement to Europe as well as complementary pathways for admission to Europe (i.e. family reunification and/or humanitarian admission, etc.) in coordination with relevant colleagues in COs, RO and HQ.
- Providing support to COs, specifically with information on the development and implementation of EU funded projects at national and/or sub-regional level, including early identification of needs and technical monitoring missions, as required.
- Perform any other duties as may be assigned.
