Overview:

International Business and Technical Consultants, Inc. (IBTCI), a US-based international development consulting company, is seeking a subject matter expert for an upcoming evaluation of the USAID/North Macedonia Media Literacy and Resilience to Disinformation (“YouThink”) Activity. The purpose of the YouThink Activity is to increase the media literacy of North Macedonian youth by building their information literacy skills. Specifically, YouThink works with local partners to catalyze systemic change throughout the school system at the primary, secondary, and university levels. The program also provides opportunities to learn, grow, and contribute to national efforts through non-formal learning, youth clubs, online courses, and tailored training for young media professionals.

This position is contingent upon award. North Macedonia nationals are encouraged to apply.

Responsibilities

Scope of Work:

  • Contribute to development of instruments and desk research and provides inputs for an evaluability assessment.
  • Contribute subject matter expertise in media literacy to the finalization of the evaluation design including evaluation methodology, content focus of data collection instruments, data collection and analysis plans, work plans and other relevant sections.
  • Support team lead in conducting key informant interviews in-country.
  • Provide input to interpretation of data during the analysis stage.
  • Contribute to drafting sections of all evaluation reports and dissemination materials.
  • Participate in KIIs, FGDs, data analysis dissemination efforts for the evaluation findings, as requested.

Qualifications

Minimum Requirements:

  • At least 10 years overall experience with at least 5 years of experience as a SME in media literacy, DCOP or COP designing, managing and implementing of projects in LMICs focused on media literacy-related youth programming, with at least five years of that experience on donor-funded projects.
  • Prior work experience in Eastern Europe required, Balkans or North Macedonia highly preferred.
  • Experience working on youth empowerment, or education system in Macedonia is a plus.
  • Strong interpersonal, supervision, and written/oral communication skills.
  • Fluency in written and spoken English required, proficiency in local languages preferred.

Education: Master’s degree in political science, journalism, or a related field required.

Preferred Knowledge, Skills and Abilities:

  • USAID experience preferred.
  • In-depth knowledge of USAID’s evaluation policy desired.

Supervisory Responsibilities: This position does not have supervisory responsibilities.

Travel: Travel within North Macedonia may be required.
