Duties and Responsibilities

Organization Setting

UN Environment is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UN Environment Ecosystems Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition.

Background

The United Nations Environment Programme (UNEP) promotes increased knowledge, investment and action in climate change adaptation, with a focus on incorporating ecosystem based approaches, through three main areas of work: i) catalysing country level action by accessing international finance for adaptation on behalf of developing country governments and supporting governments to execute Ecosystem-based Adaptation (EbA) projects, ii) distilling evidence for normative policy and programming guidance to catalyse more action on climate change and iii) by strengthening networks and dialogue processes between people and groups engaged in adaptation, in particular on EbA. In so doing, UNEP promotes actions to improve the scientific basis of policy and planning processes particularly in relation to finding solutions to adaptation through the natural environment.

The Individual Contractor will work under the direction of the UNEP Chief of Climate Change Adaptation Unit/Portfolio Manager

The Individual Contractor Task Manager is responsible for delivering the following to a satisfactory standard, working closely with country teams and consultants engaged to develop the project documents:

1. Time-bound work plan and mission schedule for 2024 setting out key tasks, milestones, projected list of procurements and conduct of work regarding project teams in-country.
2. PIF for Tanzania submitted to GEF;
3. GCF Concept note final draft for EAC
4. Two concept notes submitted/re-submitted for Somalia to the Adaptation Fund Board;
5. Expenditure reports and cash advance requests together with an activity work plan for 2023 for the Tanzania project under implementation;
6. PCA established with the Vice President’s office in Tanzania and UN to UN Agreement with UNHCR For the Kigoma GCF project;
7. Baseline study and conflict and political analysis studies completed in Kigoma region, Tanzania for the Kigoma GCF project;
8. All subsidiary legal agreements established by VPO for the Kigoma GCF project;
9. Workplan and budget agreed with UNHCR and VPO for the Kigoma GCF project;
10. Mission reports for Tanzania and any others agreed.

Qualifications/special skills

• An advanced degree (master’s degree) in natural resources management, social sciences, environmental sciences/studies, development, economics or other relevant disciplines is required. A first level degree with additional two years of qualifying experience in related areas will be accepted in lieu of the advanced degree.
• At least 5 years of work experience at the international level, including one year experience with projects in developing countries and experience in adaptation project design and management is required.
• Experience in working with GEF, AF and/or GCF an asset;
• Experience working with the UN is an asset;

Languages

• Fluency in oral and written English is required. Working knowledge of French is is an asset. Knowledge of other UN official languages is desirable.
