Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.” Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Law Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and economies in transition.
UNEP is an Implementing Agency of the Multilateral Fund of the Montreal Protocol on Substances that Deplete the Ozone Layer. That role is discharged through the Law Division’s OzonAction Branch, whose goal is to enable developing countries to meet and sustain their compliance obligations under the treaty. OzonAction’s Compliance Assistance Programme (CAP) provides a range of services and project implementation support to assist those countries. As part of the latter, the Latin America and the Caribbean CAP team provides technical assistance for the control of trade of HCFC-based substances and equipment, as part of the activities for the implementation of the HCFC (hydrochlorofluorocarbons) phase-out management plan and Institutional Strengthening (ISP) projects in the region.
In line with national legal/regulatory frameworks, the Government of El Salvador through its National Ozone Unit (NOU), has requested UNEP, as the cooperating implementing agency of the Institutional Strengthening Program (ISP), to directly manage part of this project’s funds to support the hiring of a consultant in the category of gender and planning under general expertise of Environmental Affairs, who will promote the integration of the Multilateral Fund’s Gender Policy into the Montreal Protocol. Additionally, the OzonAction Branch, is requesting UNEP that the same consultant will also develop technical outreach materials to be disseminated in activities for National Ozone Units.
Provide technical assistance both remotely and face to face (if feasible). Specifically, the consultant will be responsible for implementing and supporting the Multilateral Fund’s Gender Policy into the Montreal Protocol, remotely and face to face (if feasible) to Government Officers of El Salvador in close coordination with the Compliance Assistance Information Team. Specifically, the consultant will be responsible for the following actions:
• Develop with a gender perspective a general mapping of the state of the gender situation, practices, and actions, generating forces of change through consultations with the National Ozone Unit and other departments, women in the RAC sector and customs, allies, stakeholders through interviews, surveys, observation, in El Salvador.
• Design, present and provide educational spaces on the general context in terms of gender, differentiated impacts on environmental matters, benefits of inclusion and diversity, and inclusive language for the Ozone Unit of El Salvador.
• Design and present a communication campaign to make visible the participation of women in the RAC sector in El Salvador.
• Design and present an operational plan for the installation of coordination and consultation board with national actors and international agencies for the promotion of alliances on gender issues.
• Present the progress and work carried out on gender at the regional network meeting.
• Prepare presentations and required material on gender issues.
• Visit and assist countries to conduct meetings and consultations with stakeholders.
• Support initiatives on the regional/international cooperation on gender (e.g., International Network of Women in Cooling) and aid international forum activities.
• Design together with the regional CAP team, a strategy for the integration of gender in the Latin American region.
• Assist the regional CAP team to organize a thematic regional webinar on gender and support the development of (web-) content on the results of the consultancy contract.
• Participate in the generation of knowledge through research papers and papers, as well as create knowledge networks and communities of practice.
• Carry out other tasks related to the establishment of strategic alliances, communication strategy with the private sector, academia, civil society, and collaborations with them.
Support Global Team:
• Provide technical support for the development of technical outreach materials related to the Kigali Amendment to be disseminated in activities for NOUs.
• Develop of content of a standard exhibition (MP and Kigali) and training presentation on Kigali Amendment, communications, and gender for the OzonAction Branch.
• Monthly meetings with stakeholders and UNEP team.
• Assist and present the communication strategy in the regional network meetings.
• Work with other consultants.
Qualifications/special skills
– First- level University Degree in International Affairs, Management, Public Administration, or related areas is required.
– Master’s degree or specialization in environmental management or related areas is required.
– Courses or studies that focus on issues related to gender mainstreaming are required.
– At least four (4) years of verifiable professional experience in management and supporting environmental projects is required.
– At least (2) years of verifiable professional experience in supporting the management of Montreal Protocol Program implementation is required.
– Work experience of more than three (3) years on issues related to gender mainstreaming, the development of communication campaigns, and proven experience in the design and implementation of educational training in the context of gender is required
– Proven experience in organizing and coordinating meetings, seminars and workshops is highly desirable
– Proven experience in organizing and coordinating meetings, seminars and workshops is highly desirable
– Knowledge of the Montreal Protocol is highly desirable.
– Experience in working with intergovernmental institutions is highly desirable.
Languages
– Fluent in Spanish and English (speaking, reading, and writing) level are required
