Polish Humanitarian Action (PAH) is looking for an Area Coordinator/Manager to oversee and manage humanitarian assistance programs in conflict-affected areas of Ukraine.

About PAH:

Polish Humanitarian Action (PAH) is an international non-governmental organization that provides humanitarian and development assistance worldwide. Since 1992, PAH has operated programs in 46 countries, supporting sustainable and stable development of regions suffering the consequences of armed conflicts, natural disasters and other humanitarian crises.

Operating in Ukraine since August 2014, PAH is uniquely positioned with a wide network of partners and donors to deliver humanitarian aid to the most vulnerable conflict-affected people during this crisis. PAH provides assistance to internally displaced people and the elderly and single mothers, working in the sectors of Protection/Advocacy, WASH, Food Security/MCPA, Shelter/NFI and MHPSS. PAH Ukraine is rapidly expanding its operations in response to the armed conflict and seeks dynamic candidates comfortable with a fast-changing environment who are eager to scale operations quickly.

Key Duties and Responsibilities

  • Reporting to the Country Director, you will be managing one of PAH’s existing regional program hubs in the east of Ukraine with multiple revenue streams and activities spread across the region.
  • You will provide leadership to both program and support teams in the field and provide representation of PAH to existing and new funding, implementing partners, stakeholders and local Ukrainian authorities.
  • Strategy and Growth: Oversee the implementation of PAH Ukraine’s program strategy in areas of Protection/Advocacy, WASH, Food Security/MCPA, Shelter/NFI, including developing a shift to early recovery in mid-late 2024.
  • Provide analysis of the current security and socio-economic situation, trends, need, gaps, and activities of external parties in areas served in order to inform mission direction.
  • Ensure activities and programs are contextually appropriate and meeting the needs of beneficiaries and identify new strategic opportunities.
  • Represent PAH in external meetings with donors, partners, clusters, working groups, and other NGOs and government agencies in order to stay informed, report relevant findings to the mission, and increase PAH’s visibility within the donor and partner community.
  • Cultivate strong networks and relationships with external partners, local authorities and others; skillfully manage stakeholders and obtain buy-in for PAH Ukraine activities as needed
  • Support proposal assessment, development, and budgeting.
  • Collaborate with and support country communications team in production of external & internal visibility products.
  • Cultivate a positive, fulfilling work environment for team members, promoting productivity and good relationships within the team.
  • Lead by example, demonstrating the emotional intelligence, skills and work ethic you want to see in your team.
  • Coach and develop team members through the establishment of goals and objectives using regularly scheduled performance evaluations.
  • Establish team-wide goals, monitor progress, and provide feedback as needed
  • Provide conflict resolution support to staff.
  • Oversee all aspects of program implementation, including budgeting and financial management, tracking achievements and milestones, reporting, coordination of field teams, and communication with Country Director.
  • Provide leadership and support to project implementation teams, troubleshooting and coordinating as needed.
  • Support Grants Management and MEAL in compliance and monitoring of all PAH Ukraine grant submission, program implementation, monitoring and reporting.
  • Manage program finances including cash flows, budget forecasting, and reporting.
  • Oversee procurement, ensuring timely supply management as well as compliance with all application policies and regulations.
  • Lead timely recruitment of national and expatriate team members as needed.
  • Ensure regular performance reviews and career management in line with PAH HR policies and procedures.
  • Collaborate with the country security team focusing on the safety and security context and situation as frequently as needed to manage risk exposures.
  • Ensure that staff adhere to safety and security protocols.
  • Ensure compliance and understanding of all policies and procedures related to fraud, corruption, transparency, and whistleblowing.

The successful candidate will be selected based on the qualification requirements described below:

  • Exceptional problem-solving, organizational and delegation skills.
  • Excellent people skills; you love working with and motivating people.
  • Detail-oriented with excellent communication, writing, and analytical skills, skilled with typical suite of management software (MS Office Suite, Google Drive, etc).
  • A university degree or equivalent in economics, international development, sociology, public administration, or other relevant field, masters degree a plus.
  • At least 5 years experience leading teams, with a preference for experience working in a developing country or conflict area.
  • An ability to delegate tasks as well as roll up your sleeves and do the work yourself.
  • A clear understanding of and fluency in matrix management.
  • Proven ability to cultivate relationships with a broad network of stakeholders including donors and partners across all sectors.
  • Ability to quickly get up to speed on the local context and understand the humanitarian & social needs of internally displaced persons in Ukraine.
  • Experience or at minimum understanding of theory of change and/or change management skills would be an asset.
  • English language fluency.
  • Familiarity with the Ukrainian or Russian language even basic, is an asset.
  • Experience working Eastern or Central Europe a plus.
  • Ability to deputise/support/gap fill for other PAH Ukraine Area offices.
