Polish Humanitarian Action (PAH) is currently looking for a Head of Programmes (HOP) to ensure responsive programme development, implementation and strategical direction in Madagascar.

Position reports to: Country Director

Technical supervisor: Global Head of Programmes

Location: Fort Dauphin and Antananarivo (Madagascar) with travel to program locations

Job terms: full time

Type of employment: Employment contract

Starting date: ASAP.

About PAH:

Polish Humanitarian Action (PAH) is an international non-governmental organization which since 1992 has been providing humanitarian and development help worldwide. So far, the interventions have been carried out in 51 different countries. By possessing long-standing expertise in the implementation of projects in Water, Sanitation and Hygiene, Food Security and Livelihoods, Shelter NFI, as well as Protection and Education, PAH concentrates its global activities on ensuring sustainable and stable development of regions suffering from the consequences of armed conflicts, natural disasters and other humanitarian crises.

PAH has been present in Madagascar since May 2022 delivering humanitarian aid to the most vulnerable population affected by catastrophic drought in southern part of the country. PAH provides assistance in sectors of WASH, Nutrition, and Livelihoods with elements of Agriculture.

About Role:

  • Lead on grant management for humanitarian and development projects, including proposal development; coordinate and manage proposal writing by identifying sources for Programme financing and funding opportunities, networking with potential donors and partners – priority component
  • Introduce innovations to PAH programmes, particularly with Climate Change Adaptation and Mitigation approach
  • Improve and scale up development programming with innovative approach
  • Liaises and engages in cooperation with stakeholders such as donors, institutions, authorities, international and national non-governmental organizations, international organizations (IOs), clusters representing PAH
  • In cooperation with the Country Director, develops a long-term strategy for Programmes in Madagascar, operationalizes and leads its implementation
  • Defines the common approach and standards in PAH Programme and monitors their coherent application across Programmes
  • Provide leadership and direction and responsible for timely and effective implementation of activities as well as use of budget and other resources enabling synergies in the Programme
  • Guides Programme Team, i.e., selects, assesses performance, motivates, establishes supporting relations and develops project staff
  • Promote the localization approach and partnership, especially with national NGOs for sustainability.

The successful candidate will be selected based on the qualification requirements described below:

  • Documented successes in applying for institutional and private funds for humanitarian and development programmes, with quality grant writing, donor networking – priority component
  • Experience in developing innovative programming with components of climate change adaptation and mitigation approach. Other cross-cutting, quality components are an asset
  • Experience with developing and managing development programmes
  • Experience in leading and managing WASH, Nutrition, Livelihoods and other humanitarian and recovery programmes (minimum 4 years) within difficult operating environments
  • Previous working experience in Madagascar is an asset
  • Proven experience in team management (at least 3 years)
  • Proven experience in project management (at least 3 years)
  • Strong communication skills in culturally diverse environment
  • Resourcefulness, initiative
  • Ability to work under pressure and meet deadlines
  • Strong administrative and organizational skills
  • University degree, preferably in humanitarian or development field
  • Proficiency in written and spoken English and French (at least C1)
  • Good knowledge of Excel and Word
