Overview:

Chemonics International seeks a Deputy Chief of Party for the anticipated USAID-funded Benin Northern Economic Livelihood for Youth (NELY) Activity. The NELY activity specifically targets young people living in northern Benin, particularly young men who are vulnerable for recruitment to violent extremist groups. This proposed activity will listen to young men and women and work with them to design locally specific interventions that target improving purchasing powers, developing self-sufficiency, and improving inclusion in the modern economic marketplace. This will be done through introducing relevant technologies, partnering with the private sector and seeking out solutions that engage young vulnerable men and women. As a result of co-creation, young men and women will work together, develop interconnectedness, mutual interdependence, and stronger community resilience as well as have meaningful life experiences that invest them in the development of their communities.

The DCOP – Finance and Operations will be responsible for providing leadership and supervision in all aspects of activity accounting, financial management, and budgeting; oversee compliance for logistics, procurement, and human resource management; and ensure efficient functioning of activity operations. S/he will establish and maintain effective financial and administrative systems and ensure compliance with USAID rules and regulations, Chemonics policies and procedures, and local government laws.

Responsibilities:

  • Provide financial oversight to the project including tracking core and field support obligations from multiple funding accounts
  • Coordinate and direct all administrative support for program implementation including setting up and closing out buy-in offices;
  • Develop and submit financial reports to USAID and provide financial guidance and oversight to country activities including developing budgets;
  • Serve as central point for coordination and communication within the project and with USAID for planning and budgets;
  • As the need arises, oversee core-funded activities and/or field support activities. This may include, but is not limited to, coordinating with partners implementing activities, overseeing project management staff, and liaising with Chemonics’ home office support departments;
  • Performs other duties and responsibilities as required

Qualifications:

  • At least 6-8 years of experience in financial and administrative management for large donor-funded development projects is required.
  • Degree in international development, conflict resolution, peace building or another relevant field. Master’s degree preferred
  • At least five years of experience managing donor-funded sub-awards and subcontractors and procurements is required.
  • Demonstrated familiarity with U.S. Government financial reporting and compliance requirements is required.
  • At least five years of experience in risk management and implementation of internal controls is required.
  • Familiarity with Chemonics’ systems and processes;
  • Ability to effectively supervise local and international staff;
  • Ability to work with cooperating partners in implementing complex programs;
  • Strong interpersonal, written and oral communications skills;
  • Proficiency in USAID regulations
  • Effective English and French oral and written communication skills required.
  • Position likely based in Cotonou, with significant regular travel to Northern Benin expected
  • Experience working in or supporting programs in the West Africa region preferred.
