Overview:

IBTCI is seeking a Collaboration, Learning, and Adapting (CLA) Specialist to provide services to Program Cycle Support Activity (PCSA). The objective of this activity is to provide USAID/Burma with monitoring, evaluation, and learning (MEL) expertise, as well as training services, to strengthen the ability of the USAID/Burma Mission to execute the Program Cycle as described in ADS 201, the Agency’s business model for development planning and implementation.

PCSA has three primary objectives:

  1. USAID/Burma’s capacity to design, implement, and monitor strategy improved
  2. Effectiveness of USAID/Burma’s evaluations and assessments increased
  3. USAID/Burma’s capacity to collaborate, learn, and adapt throughout the Program Cycle improved

This position is contingent upon USAID award and will be based in Mynmar (Burma).

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Ensure that CLA is intentional, systematic, and resourced throughout the course of the Mission strategy so that learning and evidence inform project and activity design, portfolio reviews, mid-course stock-taking, and other key decision points and pause-and-reflect moments.
  • Develop plans to engage stakeholders, address knowledge gaps, and support enabling conditions for adaptive management throughout the PMP.

Qualifications

Minimum Requirements:

  • Master’s degree in international development, evaluation and applied research methods, monitoring and evaluation, a social science, or relevant field.
  • Must have at least 8 years of experience in monitoring, evaluation, and learning in international and community development programs, particularly in complex and non- permissive environments.

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: Travel is essential and may include travel to fragile and conflict-affected areas. An average of 25%-35% travel for project implementation and/or project management duties. Percentages may vary depending on IBTCI business needs.
