Job Title: Evaluation Team Leader/Evaluation Specialist – International Expert

Department/Location: Evaluation of Justice Activity in Kosovo

Reports To: Project Director

Type: Consultancy

Classification: Up to 70 days over a 6-month period of performance

Overview:

IBTCI is seeking a Team Leader/Evaluation Specialist for a mid-term evaluation of the Justice Activity implemented by Chemonics in Kosovo. The objective of this evaluation is to assess progress and recommend adjustments to the implementation of the Justice Activity, including identifying and documenting lessons learned to inform future programming in the sector. The Justice Activity is the largest rule of law project in the country, and it articulates the Agency’s new Rule of Law Policy and people-centered approach to rule of law programming. The project’s “people-centered justice” approach aims to work with the entire justice ecosystem and use new and innovative approaches.

This evaluation will:
1). Identify strengths and weaknesses in activity implementation, assessing progress towards the goals, objectives
and expected results and its theory of change.

2). Identify gaps in programming and/or opportunities where programmatic support could be adjusted to improve
impact.

3). Provide key findings, conclusions, and recommendations for the Justice Activity, including identifying and
documenting lessons learned to inform and improve achievement of its goals.

4). Provide key recommendations, including Justice Activity’s lessons learned for USAID’s new and potential future programming in the rule of law area.

This position is contingent upon USAID award.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Provide overall guidance and coordinate administrative support with the IBTCI program director; oversee progress and conduct of the evaluation, the quality of the process and the products
  • Lead the management of the evaluation team and process (design, implementation, reporting and dissemination)
  • Lead the Evaluation Team in all meetings with USAID; support the relationship between USAID COR and
    the Evaluation Team
  • Lead the design of the research methodology and research instruments
  • Facilitate access to all information and documentation relevant to the evaluation, as well as to key
    actors and informants who should participate information-gathering methods
  • Take responsibility for disseminating and learning
  • Disseminate results

Qualifications

Minimum Requirements:

  • The evaluation specialist must have a minimum of 10 (ten) years of evaluation expertise and demonstrated knowledge of USAID’s evaluation policy.
  • Prior experience on evaluations of judicial reform and/or rule of law activities.
  • Experience in the Europe and Eurasia region is a plus.
  • Written and spoken fluency in the English language is required

Education:

  • An advanced university degree, preferably in evaluation, social studies, or a related field with a demonstrated background in research methodology.

Preferred Knowledge, Skills and Abilities:

  • Prior experience in Kosovo
  • Prior experience in DRG evaluations, experience in the Justice sector desirable.
  • Fluency in Serbian and/or Albania is desirable.

Working Environment: Work is typically performed in an office environment; site visits and travel in the field will be expected.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: Travel within Kosovo will be required.

Work Authorization: Candidate must be authorized to work in Kosovo.
