OBJECTIVES OF THE PROGRAMME

To ensure that effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State’s health and development agendas, and harmonized with the United Nations country teams.

DESCRIPTION OF DUTIES

1.Ensure full compliance of HR activities with WHO rules and regulations, policies, procedures and strategies; effective implementation of the internal control and functioning of the HR management system.

2.Advise the Head of WHO CO and staff on all aspects of HR policies and procedures including proper use of contractual modalities.

3.Provide substantive input to HR planning and forecasting of the staffing needs and facilitate and monitor the recruitment of non-staff (Agreement for Performance of Work (APW), Special Service Agreement (SSA).

4.Support WHO Country Office selection processes including drafting position descriptions establishment of positions in GSM, issuance of vacancy announcements, screening of candidates, interview panels and related activities.

5.Develop and manage rosters for local positions.

6.Provide orientation programmes and briefing to newcomers.

7.Monitor contract’s expiry dates, initiate and follow up on requests for extensions.

8.Advise supervisors and staff in understanding and using the performance appraisal system and provide performance management advice to staff & managers; flag any issues to the Regional Office

9.Report to the Regional Office on Danger pay, Location verification, Dependency verification and other HR issues as required.

10.Act as a liaison between the Regional Office and the WHO Country Office on all HR related matters.

11. Perform any other related incident-specific duties, as required by the functional supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in human resources management, public or business administration, Law, social science, or related field.Desirable: Knowledge of HR policies and practices in the UN Common System

Experience

Essential: At least two years’ experience in the field of human resources management services or positions involving HR management in the field and/or emergency response situations.


Desirable:

Demonstrated professional experience providing technical services to national counterparts, Ministries of Health, and other partners on human resources.

– Relevant work experience, with WHO and/or United Nations agencies, partners, non-governmental or humanitarian organizations

Skills

·Knowledge of human resources management policies, practices and procedures and ability to apply them in the country office setting.

·Ability to identify issues, formulate opinions, make conclusions and recommendations.

·Ability to write in a clear and concise manner and to convey written information in an effective manner

·Sound analytical and organizational skills, with the ability to promote consensus, guide, and advise others

·Time management skills.

·Very good organizational skills, ability to meet deadlines.

·Proven problem solving, good analytical skills and strong attention to details.

·Ability to cope with heavy workload, meet deadlines and work under pressure. Excellent knowledge and experience of procurement procedures of WHO or other UN system organization

Use of Language Skills

Essential: Excellent knowledge of English and Arabic.

Desirable: Knowledge of French is an asset.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 73,796 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
