OBJECTIVES OF THE PROGRAMME

– Coordonner l’appui technique fourni au pays dans la lutte contre les maladies transmissibles par les vecteurs et soutenir le renforcement des capacites des ressources humaines en matiere de planification, de prevention, de surveillance, de suivi et d’evaluation des plans de mise en œuvre des programmes, en collaboration avec les MCATs, le Bureau regional et le Siege de l’OMS.- Apporter un appui au pays dans la lutte contre le paludisme par le deploiement d’innovations et de nouvelles initiatives et leur mise en œuvre, enliaison avec le bureau de pays, les MCATs, le Bureau regional et le Siege.- Faciliter l’elaboration des politiques de soins, de prevention et de surveillance du paludisme au Togo, en collaboration avec le ministere de la Sante publique et de la lutte contre le sida et les partenaires de developpement, afin d’eclairer l’elaboration des politiques dans la Region africaine.Apporter un appui au coordonnateur du programme de lutte contre la maladie pour realiser les objectifs definis dans le programme national de lutte contre le paludisme.- Apporter un appui technique aux programmes nationaux en charge des maladies tropicales negligees a la prise en charge de cas (lepre, THA, Noma, Onchocercoseetc.) sur les plans de la planification, de la mise en œuvre et du suivi-evaluation des activites de lutte contre les MTN en vue d’en assurer soit l’eradication, soit l’elimination, soit la maitrise en adequation avec le PNDS et les plans directeurs nationaux de lutte contre les maladies tropicales negligees. – Apporter un appui technique au gestionnaire du programme national de lutte contre les maladies tropicales negligees a chimio-prevention, notamment l’onchocercose,la filariose lymphatique, la schistosomiase, les geo-helminthiases, le trachome pour etendre les traitements medicamenteux de masse ou reduire/arreter le traitement selon la situation epidemiologique.

DESCRIPTION OF DUTIES

Sous la supervision generale du Representant de l’OMS au Togo et sous la supervision directe du coordonnateur du programme de lutte contre les maladies et les orientations techniques du Bureau regional en collaboration avec l’equipe d’appui multi pays, le ou la titulaire du poste devra: Fournir une assistance technique pour l’intensification et la gestion du programme de lutte antipaludique en travaillant en collaboration avec des collegues du bureau et des homologues du gouvernement et des partenaires dans la preparation de plans de travail, de plans d’action, de budgets, des pecifications d’approvisionnement et de rapports tels que requis par le gouvernementet les autres partenaires;Faciliter la coordination des activites que les agents de sante communautaires dans le diagnostic et le traitement precoces du paludisme, y compris la prise en charge communautaire des maladies de l’enfant, le suivi et l’evaluation, etla documentation des meilleures pratiques/innovations dans les interventions communautaires au niveau des regions endemiques d’acces difficiles a atteindreet/ou mal desservies;Œuvrer a l’amelioration du systeme national d’information sur le paludisme,en collaboration avec la direction qui s’occupe du systeme national d’information sanitaire;Faciliter la creation de partenariats public-prive pour la prestation de services de lutte contre le paludisme, fournir des orientations techniques aux partenaires dans l’optique de la surveillance entomologique et mener des enquetes nationales et d’autres etudes et evaluations de recherche operationnelle;Collaborer avec d’autres programmes pour renforcer la gestion de la chaine d’approvisionnement en antipaludiques et en d’autres produits, notamment le suivi de la qualite et la lutte contre les medicaments de qualite inferieure ou contrefaits;Servir de point focal de l’OMS pour les activites de lutte contre lesmaladies tropicales negligees dans le pays et fournir un soutien coherent atous les programmes de lutte contre les maladies tropicales negligees, auxinstitutions gouvernementales et aux acteurs de la societe civile travaillantdans le domaine de la lutte contre ces maladies;Soutenir le ministere de la Sante publique et de la lutte contre le Sida dans la coordination des activites de lutte contre les maladies tropicales negligees et plaider pour un soutien solide et durable des pouvoirs publics aux activites de lutte contre ces maladies; soutenir le renforcement des capacites des programmes de lutte contre les maladies tropicales negligees;Accompagner le pays dans son plaidoyer en faveur de la mobilisation desressources et des medicaments destines au traitement des maladies tropicalesnegligees;Aider le pays a mettre en place un systeme de suivi et d’evaluation desdonnees de base sur les maladies tropicales negligees; Soutenir le ministere de la Sante publique et de la lutte contre le Sidadans l’elaboration de rapports sur les MTN et les demandes conjointes demedicaments pour le traitement des MTN a chimio prevention;Effectuer toute autre tache qui pourrait lui etre confiee par sahierarchie.

REQUIRED QUALIFICATIONS

Education

Essential: Avoir un Diplome de Doctorat en medecine.
Desirable: Avoir un diplome universitaire en sante publique ou enepidemiologie.

Experience

Essential: Au moins cinq annees d’experience professionnelle dans la planification, lamise en œuvre et le suivi-evaluation des activites de prevention et de maitrisedes maladies. Une experience dans ledomaine de la lutte contre le paludisme et les maladies tropicales negligeesserait un atout.
Desirable: Une experience de travail avec les organisationsbilaterales ou multilaterales operant dans le pays serait un atout.

Skills

Avoir une excellente connaissance des strategies de prevention, de maitrise et d’elimination des maladies tropicales negligees, une competence techniquedans les differents aspects de la prevention et de la maitrise du paludisme,avec des connaissances dans des domaines tels que la formulation et la mise enœuvre des politiques de traitement, la surveillance epidemiologique et lesinterventions communautaires, ainsi que la recherche.Avoir des competences averees en matiere de surveillance epidemiologique etde recherche.Avoir des capacites a nouer et amaintenir des relations de travail efficaces avec les partenaires, y comprisceux qui operent au niveau des provinces et des districts.Avoir une bonne connaissance des politiques etprocedures des donateurs, en particulier le Fonds mondial, l’USAID, la Banquemondiale et l’Union europeenne

REMUNERATION

Remuneration comprises an annual base salary starting at XOF 24,382,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
