Job Purpose:

The Haiti Country Office requires an Identity Management and Assurance Officer (IDM&A Officer) to support the office in adhering to and applying WFP’s CBT Assurance framework, and more specifically identity management principles and WFP’s normative guidance implementing identity management in beneficiary-centred approach to assistance, ensuring the right assistance reaches the right people at the right time. The IDM Officer will engage in identifying novel approaches to meeting the needs of WFP to assure it is reaching the right people, while ensuring that designed solutions support the needs of beneficiaries given the political and socio-economic context. The IDM Officer will need to manage multiple stakeholders in the design implementation of suitable processes, practices, applications, and standards including, but notwithstanding, the global Cash-Based Transfers team based in HQ, WFP’s Technology division (TEC), external vendors and product owners, local partners including host government entities, and WFP Haiti’s staff. Applying a human-centred design mindset, a reasonable understanding of technology, great people skills and proficiency in multiple languages (and a desire to learn Haitian Kreyol) will enable the IDM Officer to get a strong grasp of the inherent challenges facing WFP Haiti and will ensure solutions are created with all parties in mind to best benefit WFP beneficiaries.

RESPONSIBILITIES:

Day to day responsibilities:

  1. Serve as the focal point for WFP Haiti office for all identity management related matters.
  2. Project-manage any planned initiatives and interventions in Identity Management that being taken forward by WFP Haiti – this includes activity design, implementation, monitoring and budget management.
  3. Provide direct technical support to WFP Haiti’s programme teams in applying IDM best practices within the current assistance delivery modalities, and beneficiary registration and data management activities.
  4. Ensure constant, relevant, communication with WFP HQ in Rome, WFP cash services and DAT teams in Munich, and the Regional Bureau in Panama to ensure that knowledge is being shared, standards are being adhered to and appropriate interventions are being engaged in.

Developing WFP Haiti’s IDM approach:

  1. Work with Haiti CBT, M&E, CFM, TEC, Sub-Offices and Partners to evaluate the current identity management approach and its adherence to WFP Principles and Guidance on IDM.
  2. Implement key assessments to evaluate WFP’s approach to CBT and data assurance privacy, protection, identity data management and use of biometrics to support with designing effective interventions.

  1. Identify and implement suitable IDM best practices from across WFP, and from other external organisations, for the delivery of assistance to WFP’s beneficiaries in Haiti, including CBT and in-kind interventions.
  2. Articulate a clear activity and project plan for the implementation of suitable IDM approaches after 2 months performing the role.
  3. Support the procurement of and engagement with suitable partners and vendors for developing solutions suited to WFP Haiti’s delivery context.

Support and advocacy for Identity Management

  1. Work with government on identity management, KYC approaches and identity standards to support the use of novel approaches to identity to increase the efficiency of WFP and government interventions in supporting Haitian citizens.
  2. Where applicable, pull together case-studies to share with other WFP Operations, including regional bureaus and HQ, on WFP Haiti’s approach to IDM, its impact and key learnings.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

University Degree or Advanced University Degree in project management, management information systems, information technology, law or business management.

Experience:

Five or more years of relevant work experience in implementing CBT Identity Management including designing and implementing humanitarian in-kind or cash programmes involving registration, verification or enrolment of beneficiaries is key. Field experience in humanitarian operations is essential.   

 Work experience associated with technology, identity management, humanitarian assistance delivery and programme management key. 

Knowledge

& Skills:

Proficiency in the usage of Microsoft Office 365

Knowledge of IDM principles and applications and WFP assurance in general. Knowledge of WFP systems and tools related to collecting and managing beneficiary data, data sharing, identity verification and data rights.

Proficiency in digital project management and risk management

Proficiency in stakeholder management

Understanding of digital solution development

Understanding of digital architecture, ability to conceptualise technical solutions

Understanding of database architecture and database technologies

Languages:

Fluency (level C) in English and French with an intermediate knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) or Portuguese (one of WFP’s working languages) is desirable.
