BACKGROUND AND PURPOSE OF THE ASSIGNMENT

WFP Syria is keen on adopting gender transformative and gender responsive approaches in food assistance programming. This will be achieved through adoption of the Gender Equality Certification Programme (GECP), which is a systematic and practical means through which WFP can fulfil its gender commitments. Grounded in leadership and accountability, gender-transformative programming and organizational change, the GECP supports and strengthens WFP Country Offices (COs) to deliver gender equality outcomes in food security and nutrition.

 

Participation in the GECP has started in 2023 with the support of the Gender Office in headquarters and the Regional Gender Advisers in RBC. WFP Syria will undertake a gender baseline assessment to determine its position on the 34 benchmarks outlined in the GECP; develop and implement a practical improvement plan; and undertake a final assessment of its achievement of the 34 benchmarks set out in the GECP. 

 

In addition, WFP Syria will design its new interim Country Strategic Plan (i-CSP) 2026-2027. Under the third generation i-CSP, in line with the priorities and strategies of the Government of Syria, WFP intends to facilitate gender responsive programming of nutrition and food security interventions.

ACCOUNTABILITIES / RESPONSIBILITIES

The Programme Officer (Gender) will contribute to strengthening gender equality and efforts, across the Syria Country Office activities based on all relevant WFP policies and guidelines. The Programme Officer (Gender) will develop and lead initiatives independently, with a sound capacity to interact and coordinate internally and externally with relevant colleagues. The gender officer will be instrumental in formulating and executing strategies, policies, and initiatives aimed at promoting gender equality through WFP interventions. Collaborating closely with the protection and AAP colleagues and the relevant gender and protection interagency bodies, the officer will strengthen coordination efforts and integrate gender considerations across the organization’s interventions.

 

Providing strategic and technical support for the mainstreaming of gender equality and women’s empowerment across WFP operations in Syria, in line with WFP gender policy 2022. Based in the Country Office, the incumbent will be required to travel to support field offices and WFP’s operations in the country.

 

Within delegated authority and under the supervision of the Programme Policy Officer team leader for  (AAP, Gender and Protection), and the overall supervision of the deputy head of Programme, the Programme Officer (Gender) will take an active role in integrating gender and disability inclusion into WFP Syria’s programmes and strengthen WFP Syria’s strategic gender approach. All efforts should be closely coordinated with  senior management including the head of programme, all WFP Syria units and field offices; ensuring coordination and technical consultation with the Regional and HQ Gender teams when needed.

SCOPE OF WORK

Gender Equality Certification Programme (GECP):

  1. Facilitate WFP Syria’s involvement in the corporate Gender Equiality Certification Programme initiative.
  2. Lead the development and implementation of the GECP improvement plan, which will form WFP Syria’s Gender Action Plan.
  3. Work with senior management in the Country and Field-Offices to ensure strong institutional commitment to leadership for gender equality and women’s empowerment (GEWE) across programming and operations.

Country Interim Strategic Plan (i-CSP) Formulation:

  1. Provide technical assistance and guidance for the formulation of the third generation i-CSP with a gender lens including the Gender and Age Marker (GAM) and the gender budget for the CSP Annex 4.
  2. Develop a gender analysis to inform the formulation of the country strategic plan and design a gender action plan in a participatory manner.
  3. Lead on the implementation of the Gender and Age Marker across all Programme areas, including the provision of guidance and training of activity teams.
  4. Provide policy and programme technical assistance on gender equality in line with WFP operations.

Gender equality programming:

  1. Facilitate and support the integration of gender equality in the planning, implementation, monitoring and evaluation of Country Office programmes, projects and related initiatives.
  2. Strengthen gender analysis by working together with VAM and M&E teams and ensure that gender is mainstreamed in all assessment and monitoring tools to capture relevant information and to ensure systematic collection, analysis and use of quantitative and qualitative sex- and age-disaggregated data.
  3. Provide policy and programme advice on specific gender issues that impact on WFP operations.
  4. Facilitate activities within the UN on the joint programming in Gender.
  5. Establish and strengthen strategic partnerships for GEWE and engage in technical working groups and inter-agency fora.
  6. Lead on the continuation of the development and roll-out of the rural women empowerment strategy in collaboration with the Ministry of Agriculture and Agrarian Reforms.
  7. Work jointly with protection team on mapping GBV related risks, plan mititgatng actions and mainstream GBV prevention and response across WFP operations and programms. 
  8. Provide technical advice in certain GBV cases identified by partners or WFP CFM and contrbuite to the case handling and referral process. 
  9. Work with protection team on developing a referral pathways from WFP to external actors on received GBV cases.

Capacity Development

  1. Coordinate the work and strengthen the capacities of the Country Office Gender Results Network (GRN) members.
  2. Develop staff capacities to integrate GEWE into their work, employing diverse learning methods, advice and assist in the development of gender equality training materials, adapted to the local context.
  3. Strengthen the WFP Syria and Cooperating Partners’ staff capacities on gender equality and women empowerment with an emphasis on gender transformative programming, gender analysis, gender responsive monitoring, Gender and age marker monitoring exercise, gender responsive budgeting, gender integration in the Cooperating Partners’ activities and reporting.

Advocacy and partnership

  1. Provide technical support and identify opportunities for GEWE advocacy.
  2. Support with mobilizing resources to facilitate implementation of the WFP Syria Gender Action Plan and related GEWE initiatives. 
  3. Incorporate gender in donor proposals and progress updates in the donor report.
  4. Build strategic alliances with other key actors, internal and external to WFP, to advocate for gender transformative programming and collaborate on GEWE initiatives.
  5. Any other duties, as assigned.

STANDARD MINIMUM QUALIFICATIONS

Education: 

Advanced university degree in one of the following disciplines: Gender studies, Social sciences, International relations, Human rights, Political science, development economics, or another related field such as international development, Agriculture and Rural development, or Nutrition, relevant to WFP’s work, or First University Degree with additional years of related work experience and/or trainings/courses.

 

Experience: 

  • At least 1 year with an advanced university degree, or at least 3 years with a first university degree of responsible postgraduate relevant professional experience in the development/humanitarian field dealing with gender, women’s empowerment, human rights and/or gender-based violence.
  • Relevant experience in the areas of food security, nutrition, emergency response, livelihoods and disaster risk reduction will be considered advantageous.
  • Previous experience with UN or WFP, and knowledge of the UN or WFP operations is preferred.
  • In-depth knowledge in gender and social inclusion, and demonstrated experience and proficiency in managing programmes that mainstream gender.

 

Languages:

Fluency in both oral and written communication in English and Arabic.

KNOWLEDGE AND SKILLS

  • Proven expertise in at least one of the areas as outlined in the Job Content section of this terms of reference.
  • Demonstrable research, analytical, writing and communication skills.
  • Ability to work in a multicultural environment and balance competing priorities and deadlines.
  • Proficiency in Windows, MS Office (Word, Excel, Power point, Outlook).
  • Solid analytical, writing skills, and communication skills (including developing advocacy messages).
