Job Title: Director of Security

Department/Location: Contracts, Pricing, and Operations / Vienna Virginia

Reports To: Principal Contracts, Pricing, and Operations

Type: Part-Time 20 to 28 hours per week

Overview: IBTCI is seeking an experienced and motivated part-time Security Director to support its work globally.

This position is based in IBTCI’s home office located in Vienna, VA (currently in Hybrid mode, going to the office twice a week).

Responsibilities

Essential Duties/Tasks and Responsibilities:

All the duties will be performed in accordance to IBTCI, Client and international standards of Security operations.

Management, Implementation and Training

  • Provide leadership and management to the IBTCI Security Department staff and consultants.
  • Provide measured and professional leadership as well as safety and security management advice, guidance and support to the Crisis Management Team in crisis situations.
  • Engage with senior management, staff, (both home and field offices) at all levels to facilitate the adoption of and compliance with IBTCI’s Safety and Security Policy and Standards, in line with international standards.
  • Develop and manage implementation and compliance of IBTCI’s Safety and Security Policy and Minimum Operating Security Standards (MOSS).
  • Provide in-depth analysis of the global security environment everywhere IBTCI works.
  • Develop and deliver capacity building in safety and security management for managers and safety and security training for all staff.
  • Ensure that each field office appoints a Security Focal Point (SFP) and plays a key role in building the capacity of each SFP.
  • Manage Security related subcontractors and review/audit their duty of care provisions.

Policies, Procedures and Plans

  • Develop necessary global policies, procedures, plans for physical and cyber security.
  • Regularly review and update Safety and Security Policies and Procedures, detailing corporate standards for safety and security management.
  • Develop and refine daily security alerts, reports, travel briefs, country/program security plans following the standards in the IBTCI Policy for security management, evacuation contingency, and standard operating procedures.
  • Participate in formal and informal industry security networks to share information and gain access to security analyses and benchmarked security best practices.

Risk Assessment and Management

  • Proactively engage in business development activities for risk assessment and budgeting as they apply to proposal development and project implementation.
  • Work with Business Development and Program Management to ensure that proposals and project budgets include adequate funding for security when applicable.
  • Assist in the evaluation and implementation of actions to reduce risk across all IBTCI programs and potential locations.
  • Manage security for protection of individuals, infrastructure, operations, and reputation throughout the organization.
  • Proactively oversee standards and processes which function to meet organization duty of care towards its staff and enhance the safety, security, and emergency preparedness at the Headquarters and in the field.

Registrations, Facilities and Travel Management

  • Work with Associate level staff, Human Resources and Programs to oversee the facilitation of the registration of new projects/project locations, maintaining watch of their status, identification of and liaison with in-country client, legal firms and government branches with which the processes must be conducted.
  • Oversee the management and maintenance of IBTCI facilities and associated infrastructure (physical assets) including entry access keys/cards.
  • Ensure IBTCI permanent and temporary offices and residences/hotels are vetted, selected and maintained based on international standards of security.
  • Serve as the Facilities Security Officer as necessary.
  • Track the travel management of all IBTCI Staff and Consultants, with the ability to reach out to personnel in a secure and safe manner during normal and crisis operations.
  • Ensure the modes, routing and operators of the transport are vetted.

Qualifications

Minimum Requirements:

  • Ten (10) years practical experience in a senior security management/leadership role
  • Previous experience managing Global Security operations in conflict/post conflict settings.
  • Solid knowledge of personnel and organizational security issues, threat/risk assessment, security management and awareness and incident response.
  • Expertise in current safety/security practices and issues affecting international development work.
  • Significant experience with international development security management.
  • Verbal and written fluency in the English language.

Education:

  • Bachelor’s degree in security management, project management, business administration or related field required.

Preferred Knowledge, Skills and Abilities:

  • Ability to assess and manage security situations.
  • Ability to develop personnel security and evacuation procedures.
  • Proven track record of training, managing and developing staff in safety and security principles and procedures.
  • Experience with incident reporting and mapping, intelligence collation and analysis functions and the compilation of security reports and assessments.
  • Proven experience with and understanding of project implementation in challenging conditions.
  • Strong interpersonal skills with the ability to communicate at all levels, establish information, security networks and coordinate with stakeholders at all levels.
  • Experience working in post conflict and hostile environments.

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.

Work Authorization: Candidate must be authorized to work in USA.
