Overview:

The Project Manager II will work as part of a team to manage independent consultants and implement procedures for GH-TAMS assignments. This position reports to the Deputy Director – Projects. The Project Manager II will typically work on larger, more complex and/or urgent assignment requests depending on assignment numbers/demand. The Project Manager II will also have knowledge management and training responsibilities. The Project Manager II should demonstrate the ability to work independently with minimal oversight.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Manage larger, more complex and/or urgent assignment requests the assignment planning process, including working with USAID clients to develop scopes of work (SOWs), cost estimates, and implementation timelines.
  • Recruit technical experts (consultants) to conduct GH-TAMS assignments. Serve as recruiting manager for their assignments. The Project Manager II may be tasked with sourcing targeted groups of technical experts, or other recruiting support tasks beyond individual assignment recruiting.
  • Responsible for all logistical support for consultants both in the United States and overseas. Tasked with logistically complex assignments.
  • Coordinate and track project activities and consultants through planning, implementation, and reporting phases, under the supervision of the Deputy Director – Projects.
  • Facilitate smooth workflow by maintaining regular communication with project employees, clients, and consultants to ensure that clients and consultants are supported throughout the course of their assignments. Proactively monitor issues before they become challenges that impact delivery of services and share systems improvement with the Deputy Director level.
  • Ensure necessary USAID approvals are obtained in a timely manner by preparing official notifications to USAID and other key stakeholders.
  • Independently and accurately draft cost estimates. Track expenditures and carefully monitor assignment level budgets. Draft and maintain Assignment-specific pipelines.
  • Participate in, and/or chair team-wide meetings and initiatives.
  • Conduct trainings/orientations for project staff and consultants on operations, procedures, and tools.
  • Promote integration and cross-fertilization of ideas, information, and best practices across assignments.
  • Collaborate with GH-TAMS employees to develop reports and other contractual deliverables.
  • Implement administrative start up and close-out of assignments.
  • Other duties as assigned

Qualifications

Minimum Requirements:

  • Six (6) years of total work experience.
  • Four (4) years of project management work experience on large, complex, and rapid response assignments.
  • Experience with donor or USG-funded projects in a US headquarters environment
  • Oral and written fluency in English required, fluency in another language preferred.

Education:

  • Bachelor’s degree in international affairs, global health, business, or related field; Master’s degree in international affairs, global health, business, or related field preferred.

Preferred Knowledge, Skills and Abilities:

  • Knowledge of international development issues.
  • Well-organized, strong attention to detail, able to handle multiple tasks simultaneously, anticipates work requirements and problem solve.
  • Outstanding written and oral communication skills.
  • Team player, flexible, and proactive.
  • Familiarity with Excel, database use, and presentation software (Microsoft Office).
  • Oral and written fluency in English.
  • Knowledge of international public health and/or other development fields preferred.
  • Fluency in another language (French or Spanish) is highly desired.

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.

Work Authorization: Candidate must be authorized to work in U.S.A.; visa sponsorship is not available for this position.
