Duties and Responsibilities
BACKGROUND AND PURPOSE
The UNRWA Registration and Eligibility Division is responsible for registering Palestine refugees to determine their refugee status and service eligibility. The division runs the Refugee Registration Information System (RRIS), where individual registration records are organized under family ledgers and linked to documentation materials dating back to 1948. The registration records constitute the backbone for the Agency’s management of all its human development and humanitarian services. The associated documentation materials are also a valuable historical archive, whose preservation is an integral part of the protection of Palestine refugee rights.
Recently, the division has undertaken an extensive modernization project, involving (1) the digitization of historical documents, (2) shift from in-person to online registration, and (3) introduction of digital identity verification for service eligibility. The division is now seeking the service of an international consultant to report on the outcomes of this modernization.
Under the supervision of the Head of Refugee Registration and Eligibility Division, the consultant will be responsible for:
• Preparing information notes on the three main components of UNRWA registration and eligibility modernization project;
• Drafting a flagship report on the profiles and circumstances of UNRWA registered and served populations;
• Supporting the development of communication materials for UNRWA registration and eligibility webpage.
EXPECTED DELIVERABLES
• Information note on digitization of historical refugee documents (USD 2,000) (by end of 2nd month of contract)
• Information note on shift from in-person to online registration (USD 2,000) (by end of 2nd month of contract)
• Information note on digital identity verification for service eligibility (USD 2,000) (by end of 2nd month of contract)
• Flagship report on UNRWA registered and served populations – first draft (USD 4,000) (by end of 4th month of contract)
• Flagship report on UNRWA registered and served populations – final draft (USD 6,000) (by end of 6th month of contract)
• Communication materials for UNRWA registration and eligibility webpage (USD 2,000) (by end of 6th month of contract)
Qualifications/special skills
• An advanced university degree (Master’s or equivalent) from an accredited educational institution in international relations, social sciences, communications, journalism, literature, languages, humanities or a related discipline.
• Knowledge of Middle Eastern geo-political realities and their socio-cultural implications.
• At least eight years of relevant experience in drafting reports and other communication materials on human development, humanitarian and/or human rights issues.

Additional Information
CONDITIONS OF SERVICE
• The duration of the consultancy is for 6 months within which the above indicated deliverables are to be provided.
• Remuneration will be tied to provision of deliverables with a total volume of USD 18,000.
