Functional Responsibilities

Under the supervision of the Data Privacy Specialist and working in close collaboration with UN Global Pulse’s policy and partnership teams, the Partnership Senior Analyst is responsible for the following:

1. Partnership development

  • Engage with current and prospective Disha partners across the private, public, and social sectors (including the UN), coordinating with Disha’s partnership team, to develop, build and strengthen partnerships and further the objectives of Disha by, under the supervision of the Data Privacy Specialist, conducting research on prospective partners, preparing meetings, following-up on action items, and communicating with partners on ad-hoc inquiries.

  • Contribute to preparation of relevant partnership documentation, including concept notes, project proposals, statements of work, etc. reflecting the partner’s planned contribution to Disha, coordinating with the Disha’s partnership team and other project staff as necessary

  • Prepare and review draft legal agreements, including data sharing agreements, MOUs, etc., coordinating with relevant UN actors internally as necessary, and facilitate the negotiation of such agreements by promptly conveying feedback received from respective legal teams and requesting clarifications when necessary

  • Conduct due diligence assessment of prospective partners, prepare due diligence report, and coordinate with relevant actors within the UN as required on the review of due diligence findings

2. Regulatory landscape analysis and risk assessment

  • Conduct a mapping of the data and technology regulatory and policy landscape in Asia-Pacific countries in which Disha is active, in collaboration with the Disha policy team.

  • Identify and report on key legal challenges and risks (including data protection and privacy) relevant to the development of Disha data and technology partnerships, in collaboration with the Disha policy team.

3. Knowledge management 

  • Identify best practices and innovative approaches to facilitate and enable efficient and sustainable Disha partnerships, in particular with data and technology providers

  • Contribute to the drafting of guidelines on the development of data and technology partnerships, based on best practices and learnings from engagement with Disha current and prospective partners

  • Contribute to the development of standard data sharing/licensing agreements and partnership documentation to facilitate and streamline onboarding of new Disha partners

  • Align with the partnership knowledge management system of UN Global Pulse network 

4. Outreach and mobilization

  • Support in identifying and mobilizing key strategic partnerships to enhance impact and influence for Disha’s strategic priorities

  • Keep management abreast of new developments and trends in private and other sectors to ensure Disha remains relevant

Monitoring and Progress Controls

  • Progress controls is monitored by the Data Privacy Specialist and the Head of Disha 

  • Coordination and alignment with UN Global Pulse Asia Pacific partnership team

Education/Experience/Language requirements

Education

  • Minimum advanced university degree (Master’s degree or equivalent) preferably in law, development studies, or other relevant field of study is required.

  • A first-level university degree (Bachelor’s degree or equivalent) in combination with an additional two (2) years of qualifying experience may be accepted in lieu of an advanced university degree.

Work Experience 

  • A minimum of two (2) years of professional experience in legal and/or partnership work in technology, innovation, or related field is required

  • Experience in analyzing data privacy and technology related regulations and policies across regions and geographies is desired

  • Experience engaging and negotiating with high level personnel in governmental institutions, private institutions, external agencies, etc. is required

  • Relevant experience in facilitating public-private partnership for development and humanitarian purposes is desired

  • Experience in UN-specific partnership development and management is desired

  • Experience working in multi-disciplinary teams is desired

Language requirement

  • Fluency in English is required

  • Fluency in Bahasa Indonesia is desired
