Functional Responsibilities

The PROCARIBE+ regional Project Management and Coordination Unit (PMCU), housed in the offices of the IOC of UNESCO Sub-regional Commission for the Caribbean and Adjacent Regions (IOCARIBE), in Cartagena, Colombia, provides project management services, support/oversight and direct implementation services for the PROCARIBE+ Project’s activities and milestones, as well as the geographic and thematic coordination of those project activities that are to be implemented by the different participating countries and/or project Executing Partners (e.g. other UN Agencies and IGO’s, national governments, NGO’s, CSO’s, private companies, as applicable).
As OCM Secretariat, the PROCARIBE+ PMCU will also support the regional Ocean Coordination Mechanism in the pursuit of its objectives, as per the roles and functions of the OCM Secretariat specified in the “Memorandum of Understanding (MoU) Enabling the Creation of a Coordination Mechanism to Support Integrated Ocean Governance in the Caribbean and North Brazil Shelf Large Marine Ecosystems”. , 

Functional Responsibilities:
The PROCARIBE+ Operations Manager will report to the PROCARIBE+ Regional Project Coordinator /Director of the OCM Secretariat (RC/DO).The incumbent  will work with other PMCU staff members, WEC Portfolio Officer and colleagues, project partners and OCM governing bodies. The PROCARIBE+ Operations Manager responsibilities will include:

Coordination, Risks and Plans

  • Support/contribute to the implementation of adaptive management actions for the PROCARIBE+ Project and OCM’s work plan, budget, provision of services, and risks, identifying and escalating any deviations and risks in coordination with the RC/DO, WEC Portfolio Officer and/or WEC colleagues. 
  • Support the addressing of requests, opportunities and challenges  identified with the Project Board and with the OCM Steering Group and Executive Group.
  • Support with ensuring project compliance with UNOPS Project Management Manual Standards in coordination with the WEC Portfolio Officer and WEC colleagues, contributing to capacity building measures at project level.
  • Complement the technical support provided by the RC/DO and other team members towards the delivery of all PROCARIBE+ outputs: the building of strategic partnerships and liaison efforts, support for technical workshops and special events, support for the preparation of meeting materials and reports, in-house translation support when applicable, etc.

Grants

  • Support the development of, and achievement of  UNOPS internal clearance and approval for PROCARIBE+ co-executing agreements, and support the related coordination and collaboration with project co-executing partners and WEC colleagues.
  • Support in the planning, elaboration/revision of the content of the agreements.
  • Monitor implementation, agreement requirements compliance and clear financial reports
  • Act as focal point for the day-to-day administration of the grant management activities, track reports.
  • Identify and support management of grants implementation risks
  • Perform other related duties and tasks as needed for effective implementation of grants, narrative reports, financial reports, targets and Key Performance Indicators as required.

Procurement activities

  • Prepare, revise and monitor implementation of project procurement plan
  • Lead coordination of delegated Contract Services
  • Revise request for payments, RFQ, Shopping notes and related documentations, absolving observations from Procurement Authority and WEC colleagues when applicable.
  • Ensure Procurement Manual and UNOPS regulations compliance in  project activities
  • Coordinate and support internal Audit processes
  • Lead the development of the administrative/procedural elements of procurement activities and human resources, including the drafting of non-technical (i.e. administrative/procedural) elements of terms of reference.

Logistics and HSSE

  • Oversee the planning and timely implementation of project logistical affairs and the  project travel plans (e.g. organization of Project Board/Project Steering Committee Meetings) 
  • Lead the management of the PROCARIBE+ Project offices
  • Guide resolution of related operational, logistic and security needs or contingencies, including appliance of Health, Safety, Social and Environmental policies for the office (HSSE)

Quality management and Reporting

  • Support team members in the realization of comprehensive project implementation and meeting reports, project dashboards and related tasks, and the monitoring of project milestones and achievements as determined in the project monitoring plan, including through the development, maintenance and periodic updating of related monitoring & evaluation tools, in coordination with WEC Portfolio Officer and WEC colleagues.
  • Contribute to the annual GEF PROCARIBE+ Project Implementation Reporting (PIR)  efforts, on related PM/operational aspects and PROCARIBE+ Mid-term review and Terminal Evaluation process (aspects related to project management/project operations).

Stakeholder Management and Communications

  • Support advocacy and outreach activities among project stakeholders and partners when applicable, supporting dissemination of project products and deliverables among partners.
  • Lead coordination and optimization process of the project websites (where applicable)
  • Quality control of the project records, procedural and administrative records, managed by the project team  
  • Capture lessons learned relative to PM practices and operational project aspects during project implementation, contributing to the dissemination and sharing of best practices and lessons learned for planning and knowledge building. in coordination with WEC Portafolio Officer and WEC colleagues.

Support Services for the Secretariat of the Ocean Coordination Mechanism (OCM)

  • Support the preparation of draft Work Plans and Budgets for the OCM, including the incorporation of recommendations and feedback from the OCM Steering Group and Executive Group, for those aspects of the work that relate to the fields of responsibility of the position 
  • Lead and oversee the logistics aspects of the preparation and conduct, and reporting on meetings of the OCM Steering Group, Executive Group and Working Groups
  • Oversee the administrative and financial support services to the OCM
  • Support the implementation of those activities included in the OCM Work Programme, whose nature relates to the fields of responsibility of the position
  • Lead/Support (as applicable) the preparation of OCM and OCM Secretariat performance reports as well as their presentation to the OCM Executive Group and the Steering Group
  • With the approval of the OCM Steering Group and Director of the Secretariat, coordinate with other relevant international bodies and support the development of such administrative and contractual arrangements on behalf of the OCM as may be needed for the effective discharge of its functions
  • Support the execution of additional functions that may be assigned to the OCM Secretariat by the OCM Steering Group or Executive Group, where such functions relate to the fields of responsibility of the position

Note: once onboarded, the functions and responsibilities of the PROCARIBE+ Operations Manager can be jointly reviewed and – where applicable and deemed feasible and beneficial – further fine-tuned by the incumbent and the PROCARIBE+ Project Manager/Regional Coordinator, in coordination with the other PROCARIBE+ PMCU team members and/or WEC, and consolidated in the PROCARIBE+ Responsibilities & Accountability Matrix.

Education/Experience/Language requirements

Education:

  • A Master’s Degree (Advanced University Degree or Higher)  in Business Administration, Public Administration, Finance, Economics, Project Management, or related field.
  • A First-Level University Degree (Bachelor’s Degree) in Business Administration, Public Administration, Finance, Economics, Project Management  in combination with 2 additional years of relevant experience may be accepted in lieu of the educational requirement mentioned above.  
Expertise and practical work experience:
  • A minimum of 4 years of successful experience in project and/or programme management/coordination and a wide spectrum of operations oriented duties, including procurement, logistics and grants management is required
  • Previous experience with project/programme monitoring, evaluation and reporting, knowledge management, and stakeholder outreach/advocacy will be positively evaluated.   
  • Previous experience with complex international development projects will be considered an important asset
  • Familiarity with the UN system and/or UNOPS rules, regulations, procedures and practices will be considered an important asset
  • Practical work experience covering/in the Wider Caribbean region and/or with GEF projects  in a function(s) relevant to the announced position will be positively considered
  • Practical work experience with UN agencies and other Intergovernmental Organizations/Donor entities relevant to the announced position will be positively considered 
  • Prince2 certification will be positively evaluated
Languages:
  • Fluency in Spanish and English is required
  • Knowledge of other languages from the region – French, Portuguese, Dutch – would constitute an additional asset
